Is an FAA STC valid in Brazil? How ANAC validation works
Anyone planning to install an avionics unit or make an FAA-approved modification on a Brazilian aircraft soon asks whether the US STC is valid here. The short answer is that it is not valid automatically: ANAC must validate the STC and issue a Brazilian Supplemental Type Certificate (CST).
This guide explains what the official ANAC service page says about validation, so owners know what to ask before buying the equipment.
How validation of a foreign STC works
- 1
What ANAC issues
Validation results in the issuance of a Brazilian Supplemental Type Certificate, in accordance with RBAC 21. It is not a stamp on the foreign document: it is a national certificate.
- 2
No bilateral agreement required
The service page states that validating an STC does not require a bilateral agreement to exist. When an agreement exists, the agreed procedures must be followed by both parties. Between the FAA and ANAC there are implementation procedures for airworthiness, described by the FAA itself.
- 3
Who applies
The request comes from the STC rights holder, or equivalent, through its primary civil aviation authority. The Brazilian operator is not the one who files the validation, which reinforces the need to check, before purchase, whether the equipment's STC has already been validated for your model.
- 4
Required documents
The page lists form F-101-11, a copy of the STC, the compliance checklist, placards in Portuguese or bilingual, and the flight manual supplement. The procedures follow ANAC supplementary instruction IS 21-010.
- 5
Deadline
The service states a deadline of up to 60 calendar days, counted from the allocation of the TFAC payment.
In practice, the question that prevents losses is: does this equipment's STC already have a Brazilian CST for my aircraft model? Flap finds that answer before quoting any installation.
